The organization is administered by a Coordinating Board composed of a maximum of 10 members.  Where feasible six members will be appointed by the following organizations; Coastal Bend Bays and Estuaries Program, National Audubon Society, Texas A&M University – Corpus Christi Center for Coastal Studies, Texas General Land Office, Texas Parks and Wildlife Department, U.S. Fish and Wildlife Service.  Additional members are appointed by the Coordinating Board.
